2022 Rule Change Ballot

Proposal 1: Starting with the 2023 draft, the draft will begin at 9am Central Standard Time on the Sunday that is 8 days prior to President's Day, as a live draft. The live portion of the draft will run for 6 hours, ending at 3pm Central Standard time. The remainder of the draft will be performed online as it has in the past using the draft window as decided under Proposal 2. During the live portion of the draft each manager will have 2 minutes to submit their pick. If the manager does not provide a pick within the two-minute window, their pick will be skipped, and the next manager will be on the clock. When a skipped manager is ready to make a pick, he will state that he is ready and will be able to select a player following the selection by the current manager on the clock. A draft web page and Zoom-like conference call will be provided, and selections can be submitted on the web page or the conference call.
Vote YES on Proposal 1 if: you want to start the draft with a 6-hour live draft.
Vote NO on Proposal 1 if: you do not want to start the draft with a 6-hour live draft.
Vote MAJORITY on Proposal 1 if: you have no strong feeling about which way to vote on this proposal and wish to cast your vote with how the majority of the league votes
Proposal 2: Starting with the 2023 draft, the draft window for 7 to 10PM Central Time on the first night of the draft revert to 12 hours. The draft window for the remainder of the draft will change from 4 to 12 hours. If rule proposal 1 for the live draft passes and this rule proposal passes, then the draft window for the non-live portion of the draft will be 12 hours. If Proposal 1 passes and this proposal does not pass, then the draft window for the non-live portion of the draft will be 4 hours.
Vote YES on Proposal 2 if: you want to revert the draft window to what it was prior to this year.
Vote NO on Proposal 2 if: you want to keep the rules concerning the draft window as they are.
Vote MAJORITY on Proposal 2 if: you have no strong feeling about which way to vote on this proposal and wish to cast your vote with how the majority of the league votes.
Proposal 3: Starting immediately, if a pitcher is forbidden by our rules from being listed as “As Needed” for the “Use In Relief” computer manager setting, they must appear at the end of all Super Hal relief lists (if using the Super Hal relief settings). If multiple pitchers are affected by this rule, they all must be at the end of the lists.
Vote YES on Proposal 3 if: you want to add the new super hal restriction for starter/relievers.
Vote NO on Proposal 3 if: you want to keep the rules as they are.
Vote MAJORITY on Proposal 3 if: you have no strong feeling about which way to vote on this proposal and wish to cast your vote with how the majority of the league votes.
Proposal 4: Change the Roster Restrictions rule 6, month 5 usage check to read:
Following the season trade deadline after month 5, each team must meet the following minimums: 185 PA at each position, 1850 total PA, and 440 total innings of pitching of which 116 innings must be relief pitching. Any hitter listed to play more than 216 PA and any pitcher listed to pitch more than 78 IP, must have a notation listing how they plan on reaching those levels. (For example, a player hitting leadoff in every single game could reach 226PA or a SP could exceed 78 IP if they were a 3-day starter and the team relief settings were set to the more conservative settings.) The league secretary at his discretion may reject a usage spreadsheet that he feels is not realistic, directing the manager to rework the spreadsheet or obtain additional players through trade. If a manager does not resolve the problems to the league secretary's satisfaction, the team must immediately cut a player from their roster and select a player from the undrafted pool that has the most PA/IP that covers the position. They would repeat this procedure for each short position until they meet the minimums. Both the players that they cut and the replacements that are selected cannot be protected and will go into the draft for the next season. The player cut may not cause a shortage at another position. For each player pulled from the undrafted pool, the owner will forfeit their 5th round pick or the next higher pick available - with a replacement pick added after the final round. If they do not have a 5th round pick or higher, their highest available pick will be forfeited.
Vote YES on Proposal 4 if: you want to allow the league secretary to reject a month 5 usage check spreadsheet.
Vote NO on Proposal 4 if: you want to keep the rules as they are.

Executive Committee Vote: Because there is only 1 candidate for the opening, each owner shall cast a Yes or No vote for Greg Edens to serve a 3-year term on the Executive Committee. Voting shall be done by secret ballot and no manager may vote for themselves. If Greg receives 10 Yes votes he shall serve. If he does not receive 10 votes, the EC will determine how to proceed.
