2020 Rule Change Ballot

Proposal 1:  Starting in 2020, if MLB has a season with fewer than x number of games, the GCSL replay for the following year will be cancelled. The 11th smallest vote will determine the number of games that will be required. For example, if 4 managers vote for 20, 4 for 40, 2 for 60, 1 for 65 and the remaining vote for higher values, the winning value would be 65. Then in this scenario if the average MLB team plays less than 65 games, the subsequent GCSL season would be cancelled.  The average MLB team number of games played will be calculated by adding all completed games for all MLB teams and then dividing by the number of MLB teams.

 

If a GCSL season is cancelled, the following will not occur:

Indicate the number of games you would want MLB to play for the Greater Chicago Strat League to have a season the following year.

 

You may not vote MAJORITY for this proposal.

 

 

Proposal 2: Starting in 2021, when cutting a player due to not meeting a usage check, you may not create a shortage at another position. If you are unable to cut a player without creating another shortage, you shall be required to cut a player from your taxi squad. This requirement applies to the trade deadline check and to the start of season check.

 

Vote YES on Proposal 2 if: you want to add the new usage check requirement.

 

Vote NO on Proposal 2 if: you want to keep the rules concerning usage checks as they are.

 

Vote MAJORITY on Proposal 2 if: you have no strong feeling about which way to vote on this proposal and wish to cast your vote with how the majority of the league votes.

                                                                                                                                                               

 

Proposal 3: Starting in 2021, should we lower the post season per series usage from 10 to 7% of the full-season AB/PA/IP?

 

Vote YES on Proposal 3 if: you want post season per series usage limited to 7%.

 

Vote NO on Proposal 3 if: you want post season per series usage to remain at 10%.

 

Vote MAJORITY on Proposal 3 if: you have no strong feeling about which way to vote on this proposal and wish to cast your vote with how the majority of the league votes.

                                                                                                                                                               

 

Proposal 4: Starting in 2021, should we increase our March to August ML roster size limit from 25 to 26 players? This will not change the current unlimited call up for September.

 

Vote YES on Proposal 4 if: you want to change the March to August ML roster to 26 players.

 

Vote NO on Proposal 4 if: you want to keep the March to August ML roster size at 25 players.

 

Vote MAJORITY on Proposal 4 if: you have no strong feeling about which way to vote on this proposal and wish to cast your vote with how the majority of the league votes.

                                                                                                                                                               

 

Executive Committee Vote: Because there are only 1 candidate for the opening, each owner shall cast a Yes or No vote for Tony Calabrese to serve a 3-year term on the Executive Committee.  Voting shall be done by secret ballot and no manager may vote for themselves.  If Tony receives 10 Yes votes he shall serve.  If he does not receive 10 votes, the EC will determine how to proceed.
