Official Rule Change Proposals (please email votes to Dennis by August 9)

 

  1. Starting at the end of the 2004 season, the protect list is increased from 20 to 25 players. The regular roster size after the draft would remain 35 total. As a result, starting with the 2005 regular draft, there would only be 10 rounds of drafting. The 5-man taxi squad and the rules surround it would not be affected. Proposal 1 FAILED 2-15.

 

  1. The monthly trade deadline should be moved back from the 24th of each month to a date after the games have been played so that managers can view the results and still make trades for the next month. The new date will be determined by proposal 3. Proposal 2 PASSED 15-1.

 

  1. If Proposal 2 passes, then the trade deadline for the month should be A) the 1st of each month, or B) the 4th of each month. The deadline will be midnight CT on the date chosen. Proposal 3 went in favor of B (the 4th of each month) by a 10-5 margin.

 

  1. Following the trade deadline, each team must meet the following minimums: 234 AB at each position, 2106 total AB, and 564 total IP. A team that does not make these minimums must immediately cut a player from their roster and select a player from the undrafted pool. They would continue with this procedure until they meet the minimums. Both the players that they cut and the replacements that are selected cannot be protected and will go into the draft for the next season. Proposal 4 PASSED 12-5.

 

  1. If a starter/reliever has less than 36 IP remaining and they are being used as a starter such that the number of starts they can make is limited by the chart in the rules, then if they are making the maximum number of starts allowed, they must be set to relief Never. In order to have relief set to Sometimes, they must make at least one less than the maximum number of starts. In order to relieve As Needed, they must make at least two less than the maximum number of starts. Proposal 5 PASSED 17-0.

 

  1. Allow a manager to select up to two players from his own taxi squad with 14th or 15th round picks. This selection can only be made if that team did not IR someone to the taxi squad at the time of the 20-man protect lists. A manager who takes advantage of this selection forfeits their final taxi pick in the taxi draft, such that they will have a 4-man taxi squad that year. Proposal 6 FAILED 3-14.

 

  1. Change the distribution of the playoff money to: World Series Winner: 40% ($160); World Series Loser: 25% ($100); Division Championship Losers: 12.5% each ($50); First Round Losers: 5% each ($20). Proposal 7 PASSED 16-1.

 

  1. To encourage people to purchase the Strat computer game and use it to set up and maintain their team and submit their lineups, manager profile, and settings via .MGR files exported from the game, charge a manager $1 for each month in which they submit their settings by email rather than a .MGR file. Essentially, a manager with the game who always turned in exported .MGR files could expect to pay their $40 dues plus trade fees and fines for the season, while a manager without the game could expect to pay $48 plus any trades fees or fines the incur.
